Charles, A couple of months ago I removed the vacuum reservoir for cleaning (which turned out not to be necessary) and in the process of disassembly there was a sucking sound even after the car had been sitting for two months. I take that to mean that the brake system is airtight after the valve (boosters, tank and hose connections). Also each time I (deliberately or inadvertently) touch the brakes before starting up, I can hear the boosters working for a few pumps. So the short answers to your questions are yes and yes.
